I had a similiar issue when I installed on my laptop. After uninstalling the suite, go to the disk and navigate to the executable, once there, right click on it and run as administrator. This is what I had to do to get it to install entirely.
Hope this helps. :)

Run as Administrator returned same results as in original posting - CS4 components (Dreamweaver, Fireworks, etc.) not installed.

Except maybe in windows.old, there are no CS4 applications to uninstall listed in  Control Panel - Uninstall or change a program
.
I do not have application DVD, just downloaded compressed files.

File I ran to attempt installation: C:\Users\JAMAR\Desktop\Adobe CS4\Web Standard\Adobe CS4\setup.exe

Tried running CS4InstallerDatabaseUtility.exe, suggested by Adobe to resolve this issue. Program would not run - double click on CS4InstallerDatabaseUtility.exe opened command line window, but progam would not execute.

If I am understanding you correctly, you have the entire install files on your desktop??
If so, try moving them to the root of C:
Double click Local Disk C, create a folder there named AdobeCS4Standard, move the files from your desktop to this folder. Before trying to install from there click on your start button and in the search box there type regedit and hit enter
Navigate to HKEY_ LOCAL_MACHINE
select the drop down arrow there and select the drop down next to software, then hopefully there should be an Adobe folder with a drop down, if so, click that drop down,
Look for the applications..... i.e. Dreamweaver, Flash, Photoshop

Select the drop down arrows until you see the installation folder, click once on the folder and to your right it should be showing you your installation path, make a backup of your registry before trying what I am ready to suggest.......
Make sure those paths are pointing to your new destination you created in the root of C:
Attached is my example to give you a better idea........

Forgot to add that if you were successful on getting that far, double click those values on the right to edit the path.

Attached is the Registry folder map - no CS4 Applications!
However, under C:/Program Files/Adobe, I find attached. Other applications; Fireworks, Flash are there also - Contribute, etc .
What next? Fix Registry?

Seeing that there is nothing in the registry, try doing an install from the folder I had you create in the root of C:
Right click on the setup and run it as admin.

Results same as above:

Adobe Anchor Service CS4
Error 1605. This action is only valid for products that are currently installed.

Plus usual suggestions as described above - seems I am a loop! What does error 1605 really mean? Products supposed to be installed witn setup.exe?

I need to make sure I am understanding this entire install process you are going about. You obviously have a legal copy as you would not be calling Adobe for assistance. How long ago did you purchase this? Can you re-download the media as it sounds like that is how you purchased it or should I say how you got the version that is giving you issues now.
Can you show me actual screen shots of what is going on when you go to install this? Is this the full install or is it an upgrade?
Error 1605 sounds like this is an upgrade and can't find the original Adobe product installed in order to continue.
Hang in there and Let me know. :)
