Exchange 2003 SBS not working after IIS uninstall/reinstall

I had to uninstall IIS and then reinstall it.  

Now If I send a email from my Outlook Exchange account to a personal Email account it leaves Outlook but I never get it at the personal account.

If I send a email from my personal account to my Exchange email it never comes into the Exchange account and I get a message back from my personal account server saying delivery failed.

I have rebooted the server but no luck what should I be looking at.

After uninstalling / reinstalling IIS - you will need to reinstall Exchange as the two parts are so closely linked that uninstalling IIS will break Exchange.
How to happily remove IIS on a server running Exchange 2003:

You will now have to re-install Exchange 2003, then install Service Pack 2 for Exchange and then all should be well.

No - just run the Exchange setup again, use the re-install option and then re-install Exchange service pack 2.

ok...I have followed the steps from your first post and it still does not receive e-mail and does not send them out.  It has to do with security but I am not sure what is going on.  Anything else would be great...

Do you see the the exchange virtual directories in IIS?

you mean like Exadmin, Exchange,ExchWeb,Rpc...yes if that is what you mean

Good, want to make sure the Exchange reinstall recreated them.
Are all the Exchange services running in services.msc?(MTA is not necessary)
Are the databases mounted in Exadmin application?
Is the SMTP service started?

Grab the Exchange Best Practices Analyser from microsoft.com/downloads and run it. It will point out many common misconfigurations.

Microsoft Exchange Information Store     running
Microsoft Exchange Management             running
Microsoft Exchange MTA Stacks                 not running
Microsoft Exchange POP3                            not running
Microsoft Exchange Routing Engine          not running
Microsoft Exchange Site Relication service not running
Microsoft Exchange  System Attendant        running
databases are mounted that was part of the reinstall
SMTP Service is running
will look into the Best Practices Analyser,,,,anything else?

ok..I have figured a few things out...I can telnet into the server talk to the exchange server give it all the information like I am a SMTP server and it takes the email...then a few minutes later I get a email from the exchange server saying that it failed to deliver the message to the address.  So its like the exchange server is running but when it trys to move the message over to the mailbox folder it fails.  does this help?

restored a backup of the state of the server from Wednesday night fixed the problem.
