I've always wanted to see how an ips/ids system actually works, are there any freeware programs out there that I could set up to test?

There are many such programs that may help. You can google and find endless list for the same. To setup these everyone contain documentation to do the same. For any specific you have opted and not understood then let us know.  Bascially there are two types of IPS/IDS Host-based and network-based IPS.
Some are
1. Snort , Snort® is an open source network intrusion prevention and detection system (IDS/IPS) developed by Sourcefire.
