Change "notification color" and behavior in the Windows 7 taskbar

Hi!
Is there a way to change the default, solid amber color that appears behind the logo of a running application whenever attention is required?

In this scenario I'd like to change the color behind the Microsoft Communicator icon. Most users in our work environment have mutet the speakers while at work, and therefore do not hear the "ding" sound whenever a new message appears.

Is there any way to change the color to a bright red or something like that - or even have the new message pop-up in front of the user? The flashing stops after a few seconds - any way to keep the flashing going forever?

You could change the default icon of the program
itself into something else more 'eye catching'.
This way W7 will display it accordingly.

Yes - but that wouldn't change the amber flashing behind the icon itself?

most likely you have to dig into windows 7 color scheme, because the color behind communicator is the same as behind outlook (when for example appointment appears in the background)

I tried that but can't seem to find an option for chaning this... maybe it's simply not possible :)
