Shrinking Volume size in Windows 7

I have managed to shrink a 450GB volume to 232536 MB but I cannot shrink any smaller than that using Windows7 shrink function.
I understand that you cannot shrink a volume beyond the point where any unmovable files are located and as there is only 24GB used on the partition I assume that is the situation here.
I have scanned and fragmented the disc neither have helped.
I am wondering whether something like Easeus Partition would be be able to relocate the files and shrink the partition further or will I encounter the same problem.

Get a copy of Paragon Partition Manager 10 Personal and shrink it.
Or use free PartedMagic ISO file and burn your CD. Boot from it and perform shrink.
I have seen this behavior already and non of defrag and check did help me also.
You can try to extended the system partition to its original size - defragment the volume and try to shrink it again.
