Is that any possibilities to create web browser to connect SFTP server without installing the SFTP application and able to download/upload a file?

No.  Browsers usually don't have SFTP agents built-in.

java applet from jfileupload.com supports SFTP (I tested it). it's a drag and drop zone, you drag file on it and it does wherever you set it in the code which goes with it.
they also have a separate one for download.
easy to integrate, but requires java virtuel machine to be installed and enabled through firewall.

they supply some code you have to insert in your web page.
this code has to be customized for your own ftp account, etc..
so that depends on your skill to build up a web page.
if you are html familiar, there won't be any problem.
otherwise, I could do a separate html page you insert in an iframe of an existing page or leave it separate... I just don't have any SFTP server to make tests, so you'll have to supply a temp account for me on your server.
