SEPM - Can you block specific programs using EndPoint Manager ?

On all desktops within our domain we have Symantec's Endpoint installed and we manage the environment through the EndPoint Manager console.
Using Endpoint Manager Is there a way of blocking certain programs from running on users desktops ?
Perhaps by blocking certain .exe's such as azureus.exe, utorrent.exe, spotify.exe.

There is also a component of SEPM called application and device control that allows you to screen for specific files.
Application and Device Control policy supposed to do that in SEPM. Is it not actually working?
