I am trying to install sybase on a 2003 server and it is failing with error
kernel  Cannot allocate resources for listener with protocol nlwnsck, host MIAXXXXX, port 5000 , engine 0

I found that lsass is using 5000.  How do i change what port lsass is using so i can continue to load sybase, my install requires port 5000.

You don't need to install the Sybase ASE into port 5000.
You can shutdown your Sybase ASE instance, change the port into sql.ini file to 4000 or 6000 for example and startup Sybase ASE instance again.
Remember... your clients need update the sql.ini file too (to new port).
Changing lsass on Windows will crash the system. That is a critical component of the system.

I'm having the same problem but with port 5096 which BlackBerry Dispatcher uses.  Can I change the port that lsass.exe uses?

You can be infected...
The processes lsass.exe serves as the Local Security Authentication Server by Microsoft, Inc. It is responsible for the enforcement of the security policy within the operating system and it's not good interrupt.

You can run a antivirus scan in your computer to identify some possible virus in your environment.

Do not mess with lsass.exe (Local Security Authority Subsystem Service). Lsass should be listening locally but not connected to anything. Try the application Process Hacker to see what it is running on if you need to. If it is connected to a remote host then it may be a virus. Otherwise listen to the other guys here and change the config of your application.

Also, lsass should not be 'stuck' on any specific port so if you do a reboot then it should pick a different port.
Did you already change the Sybase port from 5000 to 7000, for example ??

I think you would must do this test...
