I have asked this question once with no sucess.  So going to ask it again with more points

I have one workstation that will not report to Windows Update Manager.  This morning I tried to ping the machine and I get a timeout error.  This workstation in not asleep and is been used by the user.  I know that it is not the our anti virus software.  We are using Trend Micro on all workstations with all other workstations reporting.  I have reset the default settings for PC Firewall and added back all the exceptions and now I can ping the machine but still not having success reporting to Windows Update Manager.  Finally I turned off the Windows Firewall and still get nothing.  This is strange to me because the user that uses this computer has reported no problems and that the machine is shown in the entire network page.  Just to check I Remote Desktop into the machine and that works find.  It has a static ip address.  I am stumped.  Any help would be great

There's some other program installed besides Trend Micro blocking it possibly.

You can test this by running msconfig and then click the "Services" tab. Check the box [ ]"Hide All Microsoft Services" Then deselect everything.

Click on the "Startup" tab, and uncheck everything here.

This will give you the cleanest boot, but then you are going to have to re-enable programs if it resolves the issue a few at a time to see what program is blocking it.
Trend Micro Internet Security does not default so that the computer will respond to pings.  You have to set incoming ICMP allowed in the firewall.
It's an annoying default but there it is.

You should not be running Trend Micro Internet Security and the Windows firewall at the same time!

You mention Windows Update Manager - but whose?  Portlock or ..... ?

Problem fixed but the solution was not any given.  I remoted into the work station and was going to manually updated it.  Come to find out that this work station did not have the most recent version on Windows Update installed.  Who knew!!!!!  Installed the new version and the computer is finally reporting to Windows Update Manager.  I want to be fair so I am going to split the points up to everyone.  Thank you everyone
