Update GAL user data in Exchange 2007

I need a vehicle to easily update the GAL in Exchange 2007 and/or Server 2003 Std R2.  Will GALMOD32 work, if so, where can I obtain it.  If not, I could use some assistance in locating a similar app to perform the same function.

My apologies, I was not sufficiently clear in my question.  I used the term update when the term EDIT would have been more appropriate.  I want users, or a support function, to be able to edit individual profiles in the GAL without granting complete Administrator rights.

I still could not understand your question because users cannot modify GAL.

GALMOD32.exe used to be shipped with Exchange - is it not anywhere in the distro?  Handy undocumented feature that one.

Logically there is no reason it should not work as the GAL structure will not have changed for these core attributes

Very progressive organisations use this - when they have 70000 staff globally - they need it.
