Access To Secure HTTP from ISA Server 2006

Hello

We have an ISA Server 2006 and a firewall policy configured to allow ALL OUTBOUND TRAFFIC from Internal to External for someone domain users (IE Proxy settings configured)

The problem is that one of the users need access to a specific https website on the internet (Secure HTTP website) but when he tries to open this HTTPS website, ISA server is denying his access and as I said before that this is one of the domain users who also has full access to internet and he can open all other http websites! What should I do? is there a need to create a new access rule for this https website? and if Yes, how to do so?? Awaiting your detailed and prompt solution..thank you
