My friend's Toshiba laptop powers on for 2 seconds and then powers off.
My neighbor just gave me a Toshiba laptop that won't power on either.
She was told that the motherboard was toast.

Are there some known issues with these laptops?

Toshiba makes some fine laptops but there are some lemons. What is the model?

Do you get some display on the screen ?

Remove all the peripheral form the note book.
Ensure the power from battery and or adaptor is good.

Check the RAM. If you have two sticks in them trying using one of them and test.
A bad RAM could give a 1to 2sec power light and then cut off.

If you take the RAM out do you get any beeps ?
If there are no beeps with the RAM removed it could mean a faulty board.

That's not one I had in mind about being a lemon.
I would follow the steps provided by asidu and if they both have bad motherboards I would sell them on ebay as parts/repair and use the proceeds to buy a good one.

There is no display on the screen.
Nothing lets up when the power cord is plugged in.
Should there be a light on the laptop itself indicating power?

Will it beep with the power off?

Commented:
If there is a battery in it the charging light should light up.

Thanks for the help. Took it to Best Buy, looks like it might be the motherboard.
