I.E. Trusted Site Locked Down

I wanted to add a Trusted Site within I.E. that is an IP address. However, this box is greyed out.

At first I thought I was Group Policy related so I followed the instructions at the following URL to update the GP http://windowsitpro.com/article/articleid/78049/jsi-tip-6644-how-can-i-use-group-policy-to-add-a-site-to-the-trusted-sites-zone.html. After I was done on the DC I did a 'gpupdate /force'. Logged back on to the workstation and still no entry listed and I can can not update.

Any suggestion on how to rememdy or what registry keys I need to modify?

I kept digging and found the answer.

HOT KEY LOCAL MACHINE -> SOFTWARE -> POLICIES -> MICROSOFT -> WINDOWS -> CURRENT VERSION -> INTERNET SETTINGS and the key I modified are
 
(a) SECURITY_HKLM_ONLY = 0
(b) SECURITY_OPTION_EDIT = 0
(c) SECURITY_ZONES_MAP_EDIT = 0
