Office 2003 Service Pack 3- Not able to install

am trying to install Office 2003 SP3 on a windows 2003 EE server (used as a terminal server) which already have office 2003 SP2.

I am getting an error that says "Update can not be applied".

Below are the eventviewer entries for Application:

After enabling (or installing Terminal Server) you must use Add/Remove program utility from Control Panel to install any program. Are you using it?
And second point, are you using any Local/Domain policy to prevent programs to run from temp folder?

regarding the second point, how can we verify that.
Is it possible that McAfee AV is the reason.

Can you login with Local Administrator and install using Add/Remove Program Utility.

As per the link
http://support.microsoft.com/kb/295823 , I downloaded the Windows Installer Cleanup Utility.

Remove previous installation and reinstalled Office 2003 with SP3. Everything works fine.
