hi,
Install all languages from the language bundle   This option installs all the Exchange 2010 languages on your selected Exchange server from a language bundle. You then have the option to connect to the Internet to download the latest applicable language pack bundle or to use a manually downloaded language pack bundle from a local drive or network share. Internet connectivity is required for Exchange Setup to download the language pack bundle.

Install only languages from the DVD   This option installs only the languages included with the Setup DVD. The installation of additional language support requires installing the languages from the language pack bundle

Thanks

For organizations that have users in multiple languages, we recommend that you do the following:

Install the language pack bundle to provide localized messages on all server roles. This will provide localized messages for Microsoft Office Outlook Web App and Exchange Control Panel. There are no performance issues with installing all the languages because they're just stored when not in use.
