users unable to use IPCONFIG /renew - Admins can

Users are unable to use the ipconfig /renew command. Access is denied.

Things I've checked...
users can't, admins can.
Users have read/execute permission on ipconfig.
if the user is added to the 'network configuration operators' group, it works but thats not solution I want to enable enterprise wide.
I've tried the netsh int ip /reset command . That didn't work.

Question 1: by default, are users suppose to have access to the ipconfig /renew command?
Question 2: what are some other directions I can take to troubleshoot/rectify this issue?

can they ipconfig /release? if they can do that before the renew

This is normal now in Windows 7 ... you have to be an administrator to do this.
Since you are using XP, where normally anyone was allowed to use it, it's weird. I haven't tested for a while and can't test right now but they might have changed this in one of the Microsoft updates....

On the other hand.... you might have enabled a GPO policy setting that restricts them from using it...
