Outlook Exchange Contact Last Name, First Name Search Order

Running exchange 2003 with Office 2007. When I select the "To" field in Outlook contacts show  both first name and last name mixed, how do I go about making it where all the names come up last name first?

Note, I'm not talking about in my contacts or Group contacts I'm talking about when I'm creating an email and I select the "To" field, just thought I would clarify.

I've already done this, it doesn't appear that it makes any difference.

It's something in Exchange because my laptop and workstation are both having the same issue, to me this indicates they are pulling the information from Exchange.

User admodify to change the Display Name (LastName, FirstName) order for existing users, for new users you would have to make a change via adsiedit, refer following links:

Not sure why this didn't take the first time, I did it closed Outlook and reopened three times before it worked. Either way, thanks.
