CISCO 7940 SIP to SCCP

I am trying to get two 7940 phones back to SCCP.  I found this article but something is missing

I have CME 4.1 running on my router and the firmware for both SCCP and SIP installed.  The phones have  P0S3 -05-02-00 installed on them and I followed the instructions about changing the name in the OS79XX file.  According o CISCO the boot process would look at the first 4 letters in the file and if they do not match It will pull the new files.  This is not working as stated by cisco.
Is there something different I need to do in the router?  Set up the telephony service loads differently?
