How do I get a WSE 2.0 application to work on Windows Server 2008

I have an application that utilizes WSE 2.0.

It works fine on Windows Server 2003.

Moved the application over, Ran the WSE 2.0 configuration utility and selected respected client/server certificates.

When I run the applications (as the same user), it tells me that the application could not find the subset of policy assertions for the outgoing message.

Is there a problem with WSE 2.0 and WinSrv 2008?

If not, how do I get the application working again?
