How to stop accidental deletion or moving of files and/or folders

Hi all,
We have the goal of stopping all but a select group of people from deleting or moving files and folders in certain directories. Specifically, files and folders must not be moved from the "root folder" except by the aforementioned select group of people. We have the added requirement that files and folders should remain able to be modified by all other users. We must retain the ability to move files and folders within their root folder.

I hope this isnt too confusing.

If you have Excel files, you are going to have an issue because Excel doesn't modify a file, it deletes the old file and writes the new file. So Excel users need "delete" rights to be able to modify/save existing files.
