Registry hive values explaining in Windows 7

Hello MS gurus,

I have a question that is spoiling my life cause I cannot find an answer to it. =)
In Windows XP OS we have this parameter: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\FileSystem\NtfsDisable8dot3NameCreation
It is set to 1 or 0. Enabled and disabled. But in Windows 7 I noticed that default value is set to 2. What does it mean?
Is there any document I can refer to when looking though the values?
MS KB was useless or I was blind. I could not find anything there.
