How to Tell if Windows Installer 4.5 is installed?

We have a Windows Server 2008 x64 machine and an application is failing to install because it needs Installer 4.5.

When I try to download and install it I get a message stating that "the update doesn't apply to this system".

It is definitely the right version (Server 2008 x64) but I don't know if I am missing something.

The install file i downloaded seems rather small (>3MB) but when I run it the first thing it does is checks for updates.

It doesn't show in add/remove programs but the service shows in services but doesn't show the version.

Any help would be appreciated.
