When users are trying to open PDFs in OWA it opens as an HTML page with jumbled text.
It does not matter which PDF reader is installed or which browser it is opened on, the result is always the same.

Could be the MIME settings on their browser messed up. Can they normally open PDFs using their web browser? (ie if it's linked on another site)

Yes and we have tried it on IE6, 7, 8, Mozilla and Chrome with the same results.
I was able to narrow the problem down to only PDFs attached from users inside the organization. If I get an Email from an outside contact, I can open it, if I save it and attach it to a new email message to myself, I cannot read it. I can read it if I just forward it.
