I am migrating from SBS 2003 to SBS 2008 using a new server. I would like to turn the old server running SBS 2003 into a terminal server only. What is the best way to make this happen since you cannot have two SBS servers running on the same domain? In other words when we decommission the old server running SBS 2003 how do we turn it into a terminal server?

You will need to format it and rebuild it with a non SBS version of Windows and enable/install the Terminal Services role
If you haven't purchased your SBS 2008 license already, get the SBS Premium version of 2008 - that includes a second server license that you can use to install on the old server and turn it into a terminal server (you still need CAL's as pointed out).
