c++ need help formatting and aligning output

Working on a program (helping someone). File is attached. Input a number such as 9000, then hit enter. Input second number as perhaps 9300. Try again with 2nd number as 0078
It is simulating a gas meter.
The output is right and vertically aligned as you can see, but somehow he has extraneous zeroes where there should be spaces.
How is this corrected?

Can you show some output you currently get ? As well as the output you would have liked instead ?
