in a web application, force opening of new browser window regardless of "tabbed browser settings"

I  designed an application where the user  inputs an access code in an IE window which  results, after validation, in opening a new (child) window where I control some of the browser attributes for usability purposes (no tool bar, fixed size, etc). Since the introduction of tabbed browsing, it is possible for a user to modify the tabbed browser settings in IE and this will result in the child window to always appear in a new tab.

Is there a way, regardless of the tabbed browser settings, to force the openinng of a new window and not a new tab (without having the user to be told to user the right button option to open in a new window)?
