Same GPO on 2 different OU's with 2 Security Filtering configs

Hi,
Windows Server 2003 domain at 2003 functional level.

I have a GPO which I created and applied to OU#1.  I modified the security filtering so only security group A can have access to it.

I created OU#2 and linked the SAME GPO to this OU but this time I want the security filtering to be such that both group A and B have access to it.

The problem is when I add both security group A and B to the security filtering on OU#2 it also adds both security groups to OU#1's security filtering.

Is it possible to use the same GPO but have different security filteriings on different OU's?
