Adding a control into the middle of a FlowLayoutPanel

Good morning,
Ive got a FlowLayout panel, which adds controls fine during design-time, but I want to be able to add a control into the middle of a Panel, moving the others down, and then be able to remove that control later and move the controls up to fill the space during run-time.

Looking at the parameters for the Add, I cannot see a way of placing a control in the middle of already placed controls, but there is a method for removing which I think I can use to remove a control (hopefully)

So the idea is to click Button18, and below button18 place a textbox or someother types of object.

Any ideas?
