browser disabled in one user account by spyware

System is Windows XP Professional sp3 with IE 7.0 installed and AVG Anti-virus (does not include a firewall). Computer was infected with various malware. Removed HD and attached to another system to run scan using Superantispyware. Scan completed successfully and removed several items. Re-installed HD in customers computer and ran Superantispyware again. Additional items were found and removed. After scan everything seems to be working normally except Internet Explorer.
Troubleshooting steps;
IE Diagnose Connection Problems indicated that http, https, and ftp were blocked and suggested checking firewall settings. Windows firewall was on so I disabled it - no change.
ping yahoo.com resolved IP address and got 4 replys TCP/IP set to obtain IP and DNS automatically
uninstalled IE 7.0 and re-installed - no change
Windows update utility works, AVG update utility works
Logged into safe mode using user account IE does not work
Logged into safe mode using Administrator - IE works
created new user account opened Windows normally and logged into new account - IE works
