How do I Resolve Charter SMTP 3rd Party mail client failures

As of mid January 2010 the Charter SMTP settings no longer work on any of my 3rd Party Email clients.  All attempts report, "...sending error (0x80004005): The operation failed"

All are new accounts and I have attempted to set them up on,
5 different clients (Outlook 2007/2003, Apple Mail, Thunderbird, Vista Mail, Entourage).
5 unique machines (ranging OS:  XP, Vista, Win7, OS10x Snow, OS10x leopard)
3 unique networks
* Charter phone techs tell me they cannot help me with anything but Webmail and do not support 3rd party clients.  They also claim to be unaware of any problems using 3rd party clients.

SMTP Settings that I attempt and should work:
IMAP or POP3, smtp.charter.net, SMTP outgoing server authentication on using same settings as incoming mail server (incoming mail server works), SMTP Port 587 with no encyrption.

I have attempted all combnations including "mobile" and a variety of ports.
What do you know about this issue?  If I can resolve, how?

Try using Telnet to verify it works before trying to determine if the client is the issue.

Incoming Email Server: pop.charter.net
Incoming Email Server: imap.charter.net
Outgoing Email Server: smtp.charter.net

Dear DMT...,
Incoming mail servers are working properly.

Results of Outgoing Email Server (smtp and mobile)
telnet failed on all addresses and ports except for mobile/587.  Although mobile/587 connected it would not respond with any proper telnet commands and immediately terminated.

I Ping'd the smtp.charter.net and received a reply.

I used an advanced port scanner to scann all ports on smtp.charter.net which yielded no open ports with the IP specified by the Ping address.

Please advise.  Calling Charter results in, "we do not support 3rd party clients".
