Run one instance of a program as a service on Windows Server 2003

I have a program that runs in the status bar.  It runs itself every 15min to do a sync function.

Currently, If I have it run for every user in thier status bar it conflicts with itself.  If I only run it for the admin it will not run when admin is not logged in.

What is the best way to run only one instance of it as a service - also so it will run if no one is logged in.
