Is it possible to remote control a machine at startup (i.e. press F12 as it starts)

We have recently developed an in-house Wake-on-Lan tool so that we can turn on any PC on our estate.  As part of this - we have been asked the following question:

Is it possible to control a machine remotely as it starts... i.e. so that you can press F12 to get into the boot options screens etc?  This is so that we can re-image our PC's on the estate remotely, where we would press F12 to stop it from booting - and then point it to our WDS server and select the relevant image...

Any advise would be appreciated.
