Exchange 2007 - script that can check for threshold events

Can Exchange 2007 thru a powershell script or something alert Admins (via email) on external domains that are sent more than say more than 100 emails per day more than any other domain for that day?  We had a situation like this last week that really took us for a loop and if we had a tool that could alert on this type of threshold we would have been able to get to resolve the issue faster.  

If there is not something native to Exchange 2007 that can do this then do you recomend another third party product that can provide that type of reporting that would be of great interest to our management and something we might purchase.
