Gateway desktop in reboot loop

I cannot seem to get my Gateway desktop to startup.  It is a continuous reboot loop.  I turn the computer on and the Gateway logo is desplayed on the montor but tnen after about w30 secondis, the system shuts down as starts to boot again.  This even happens when I put in a windows 98 boot disk into the floppy drive.  The system displays the CD light and then the A drive light before it ends up rebooting.  I see nothing on the screen once the Gateway logo is displayed.  I have tried to continously press the F1, F2, F10 and delete key to get the bios setup to load - with no luck.  I have removed, cleaned and reinserted the system memory card and the video card.  I get the same problem.  What should I do next?
