Assign Intranet site to Local Intranet Zone

I need to create a GPO that adds an Intranet website to the list of Intranet websites in Internet Explorer.  I found that you can do this with the Site to Zone Assignment List.  The problem with that is that once that is assigned, the users are unable to edit, or add, additional sites.

Is there a way to populate this with a GPO that still allows users to edit and/or add sites to the zones?
