Keep getting ORA-29280:invalid directory error

I am trying to create an output file using the utl file package. I have written my code as follows in the file test.sql in SQL Plus editor:

begin

declare

OUT_FILE utl_file.file_type;

begin
  OUT_FILE := utl_file.fopen('C:\DEVSUITEHOME_1\BIN','TEMPFILE.TXT','W');
   
  utl_file.put_line(OUT_FILE,'Hello');
 
  utl_file.fclose(OUT_FILE);
end;
end;

However I keep getting the error:

ERROR at line 1:
ORA-29280: invalid directory path
ORA-06512: at "SYS.UTL_FILE", line 29
ORA-06512: at "SYS.UTL_FILE", line 448
ORA-06512: at line 8

when I execute the script.

What am I doing wrong?
