Serial Port Reading/Writing with Cygwin

I am very new to using Cygwin and do not understand exactly how it works. What I need to do is read incoming data from my USB to Serial converter and look at the binary and pull information from it. there are multiple messages coming in and I need to send each method through a translation method.

I understand that Cygwin allows for a somewhat POSIX compliance but I do not know exactly what to do. If anyone could offer me any suggestions or example code it would be greatly appreciated! Thank you in advance for your help, I really do appreciate it.
