Port Forward on Watchguard not working externally

Please help. I have set up policies to port forward tcp 87, 9670 and 4000 (RDP) . These work great when I am on the network. But if I come through the internet, non of them work.  I have set the From section to ANY and to field to 207.148.180.xxx -> . The logs in each case show the connection as accepted. So what am I missing?
