Need unix script to move lines around at top of text file

Hi,
I have text/csv files that are generated each day.  The first line is always blank. The top of each file looks similar to this:

pl-01-hsffx
03/12/10 05:01
0100100C21112G14^1HP 230/1 2W 12GPM RJ

There are many more lines in the text file.  

I need to remove the first blank line and consolidate the second and third line line to look like this:

000,pl-01-hsffx,03/12/10 05:01,,,,,,,,,,,,,,,,,,,,,,,,

After this line, the rest of the file should remain unchanged.

Any ideas?
