setup.exe error

After publishing a vb.net app to my pc. I then run setup.exe and it presents a shell with an ok option. I click ok and it closes. No install occurs. Yet if I double click on the application manifest  in the published directory it goes through the install process correctly. Trying to figure out why the install won't run from the setup.exe I have included example 1 .

Does this only happen on your pc? Try renaming the setup.exe to setup1.exe and run that

Negative, it happens on multiple.
Did you check that all prerequisites search and launch conditions are properly setup?

Setup only run these conditions to fire up the appropiate prerequisite msi. You need to verify those conditions and see if all messages and logic are defined.

I did check even changed up some but issue remains. Strange thing is I tried with an archived project and after making a change then publishing it worked for one publish but then reverted to same issue after first publish.

I am getting warning in warning list an exception.innerexception error invalidoperationexception. Could not find any resources appropriate for the specified culture or the neutral culture. Make sure Poem.Form10.resources  was correctly embedded or linked into assembly "Poem" at compile time, or that all the satellite assemblies required are loadable and fully signed.
