Maybe you can use in querysend of memo form, something like:

@if(@AttachmentLengths > 1024 & @IsMember("Group 1 MB"; @UserNamesList);@Prompt([Ok];"Attachment problem";"Attachment(s) too big");
@Prompt([Ok];"Attachment OK";"Attachment(s) OK to send");

and then make a few of these @if to check values and groups.

what about they are sending from web access.?
    Hi there Jobby,,,

You can do it by creating rules on the server :
- On the Domino Administrator Select " People&Groups"==> Groups
- "Add Group" then create both group1 and 2
-  Click the " Configuration" Tab
- On the Left Side pane on  " Server " click the " Configurations "
- Double Click the appropriate "Configuration Document"  of the Lotus Domino SMTP server .
- Click the " Router/SMTP" Tab
- Click the " Restrictions & Controls" tab
- Click the " Rules" tab
-  Click " Edit Server Configuration" button
- Click " New Rule" if the sender is Group1 and the size is greater than 10 MB
- In the " Add Action" select " Dont Accept Message"
And for group2  create a similar Rule .

Best Wishes
