Workflow System for New Employees


we are searching for a system which allowes us to define a workflow for example for a new employee.
it should be possible to define a workflow and everybody who is involved into this workflow has to
approve his work or can denie task xyz in this workflow cause of reason xyz.

something like:

HR department starts a process " New Employee",
Support Department gets the Informatin from HR which says USER XYZ will arrive in 5 days, he needs laptop/mobile/3g card etc.
Support Department reports back that everything is done and the workflow wents to the backend IT which adds the user to the active directory etc.
IT finalises the ticket and HR gets the Information that every department has done the correct work and closes the "ticket"....

is there any software which can archive this goal ? maybe some workflow tool ?

its just an raw example of how it should/could work....
