If it is relying on Windows to react to the side mouse button click event, Windows is probably assuming "Internet Back", as in the browser Back button. Even if this is the case, you should be able to reassign it; but lets try the easy way first.
What is the mouse brand/model? Sometimes, no-name brands do not ship with a disk, but you can download basic software/drivers from the manufacturers web site.
BTW, what keyboard key/function do you wish to assign to the mouse button?
If all else fails, you can buy a namebrand mouse such as Logitech or Microsoft. :-p

See if this does what you need:

I would still be interested in your mouse brand/model and if software/drivers are available. The manufacturer's option is usually the easiest and most reliable. However, 3rd-party stuff can have many more options.

If this mouse came with a Dell system and you still have the original or factory-restored config, the mouse driver/settings should already be installed. Do you see any way to assign the buttons if you open Control Panel / Mouse settings?
I followed your link and searched all over Dell but did not find any drivers for this mouse. This tells me there are no official drivers for this mouse and your OS itself is controlling the buttons. The link I provided above may be your best bet if the Control Panel / Mouse option does not work.
You can also check out http://www.autohotkey.com/docs/misc/Remap.htm if you wanted to try it in the registry yourself.
Let me know your progress. :)
