How do I disable remote desktop connection shutdown

I need to set up a remote desktop connection but need to set security options to not allow server shutdown on Windows 2003 Server System.

Active Directory, go to User, Administrative Templates, Start Menu and Taskbar, Remove and prevent access to the Shut Down command (enable)
The change will limit a non-administrative user.
Usually, that is the default behavior for a non-administrative user.

If there is an active remote shutdown on your computer.  IE it says "This computer will be shut down in X seconds, please save your work" etc.  You can cancel it by going into DOS (Start, Run, CMD) and then typing "Shutdown -a" without the quotes.  Hope this helps.
