The file below is included in an msi capture, should i remove this from my package

Prerequisite of the application is Visual Studio 2005 Office Tools 8.0.

If ni.dll is indeed part of your product (for example, your product is an add-on to visual studio), then yes. Even then, you'll probably want to perform system search to find this path on user's computer.
