Sharepoint Designer Workflow: Send out Additional Email depending on who modifies file

I have created multiple workflows in Sharepoint Designer 2007.  All kick off when a certain file is uploaded to the library..for example..

Conditions: If title field contains "XYZ"
Actions: Email: "ABC"

However, multiple departments make updates to these files, in which only those departments need to know that the file was updated.  I've tried adding an 'Else If' condition along the lines of:

Conditions: Else if modified by "John Doe"
Actions: Email "Marketing"

However, the initial workflow email does get sent out, when the file is first uploaded, however the modified condition doesn't kick off any email.  

I've also tried adding an additional step, using the same Conditions, but then it just fires off both emails at the same.  

Please help!

have you checked at the beginning of the workflow to make sure the last option was checked to trigger workflow on each updated item?

Yes, I've disabled that option.  There is no need for emails to be sent out to the entire company when HR does a minor update to the file.  For the time being, I have created separate "Update Workflows" that have to be kicked off manually.  But I'd like to automate the process.

Make your statement Modified By John Doe or Created By John Doe so that the initial WF will kick off regardless if its a new one and will still work for modifications

right, i should have elaborated... you would need the specific if then statement like melmc suggested, i wasn't saying to make it trigger on every single update, only trigger when the update matches your conditions.

                             and created by John Doe or modified by John Doe
Actions: Email "Marketing"

I've tried that, however, I only have my username is the modified by and created by field, as well as the email field.   The initial WF never gets kicked off.

You have to start the WF on new otherwise it will never kick off on a new upload.
