Bulk Email Providers that accept Bought Lists

Could anyone recommend a good provider for bulk email distribution, that will accept bought lists?

The lists are totally legitimate and we have used an other provider before and always went under their spam theshold but on one occasion we changed the content and title of our email, and it put us above the spam threshold - and now they have banned us because of this one email - even though it was only just above the threshold, and we had sent about 50 emails out before all below the threshold.

Any recommendations welcome.

You are much better off purchasing a mailing than the leads themselves

Most major email service providers don't support/ban purchased lists.

The best you can probably do

1. Bulk desktop software and scrub the leads
2. Run a server side script to scrub the leads
3. Buy emails that in some way are pre-approved such as the Getresponse Get Subscribers service
4. There is a chance Get Response allow imported lists to their "Deda" servers
