dsgetdcname returns partner dc

You can use
dsquery server -isgc
Try uncheck & check the option back of gc from ADSS.
Also,see there is no replication error with second dc.
 

Check sysvol is shared & replication is completed,if replication is not completed it will connect to other available dc.
Type net share & see sysvol & netlogon share is available.

Check in the AD Sites and Services, Whether the Subnet is configured correctly for your domain.

And then Run -> netdiag and DCdiag

Check that did you receive any error

Type set L in command prompt in client machine and check whether they are connecting to the patner DC in other site.

sysvol did not replicate so I copied and made got netlogon and sysvol shares.

Check replmon no replication errors..   but netdiag says replcation did not complete...

attached you will find a file with dsdiag,dcdiag and netdiag...

sites are connect via windows vpn and will be getting replaced with vpn hardware
