I am looking for open-source text-to-speech for websites.

I am hoping to replicate http://nihseniorhealth.gov/.

Does an open-source text-to-speech application for websites exist? Please advise.

Thank you for that idea. I am looking for an "in-house" solution that I can implement on my website. I don't want a third party solution with their logo on my website. Any ideas how NIH did it as in my original question?
