How do I see which user have  Permission to the Exchange in Exchange Management console ??

Like in Exchange 2007 you could see who has permission to receptions administrator
and so on

Go into EMC, Toolbox and run the Role Based Access Control (RBAC) User Editor.  It will show who has what permissions.
